Although I do not have all the facts, I believe a single point of contact at UCC did not review all the matters related to an American researcher coming to Ireland for a PhD programme and that the potential student landed in Ireland with incomplete documentation.

They told him he could bring his family. He couldn't. The rule is obviously bullshit but if it existed they should have known about it via the Gardaí.
